The Public Affairs Section
The Public Affairs Section (PAS) of the U.S. Consulate Shenyang is responsible for promoting a better understanding of American life, society, economy,
politics and culture by providing information about the United States to Chinese audience. The PAS is the official voice of the American Consulate in Shenyang Consulate District which includes Liaoning, Jilin and Heilongjiang. The PAS coordinates and supports official exchange programs, such as the International Visitors Program, the Fulbright Exchange Program, the Humphrey Fellowship Program , and the American Speakers Program.
The Information Resource Center
The Information Resource Center (IRC) at the U.S. Consulate in Shenyang is one of the
largest collections of information about the United States in all of Northeastern
China. It specializes in providing information on American politics, economics, and
social and cultural life.The IRC is open from Tuesday to Thursday from 9:00 - 11:30 am, and 1:30 - 5:00 pm. Please present your identification card or passport at the main entrance
to the Consulate for entry.

Washington File & Electronic Journals
The Department of State publishes five electronic journals (Economic Perspectives, U.S. Foreign Policy Agenda, U.S. Society & Values, Global Issues, and Issues of Democracy) on an irregular, rotating cycle, with a new journal appearing every three weeks. Full texts from the Department of State "Washington File" and "Electronic Journals" are available in our Information Resource Center, as well as on the Internet.
